Yes, this is one of the many methods that I have used before on 5, 1, and I also wrote a guide for it in January 2022 – however, with this method you still have to turn off the TPM requirements, but that is what it is. says github.
When I used the MCT Tool method to update cMP in Windows 10, I disabled the TPM using the regedit method. Check out the link I gave.

On 7, 1 – Boot Camp installs Windows 10, not 11 (because 7, 1 does not meet the Windows 11 “TPM requirement”). After installing Windows 10, from Windows 7, 1, insert the USB stick you created with Rufus, which takes care of TPM Req, and upgrade to Windows 11.

If you set the T2 in recovery mode this way, you can boot any old driver. This is what I had to do to start the memtest86 USB. If you hold down the option key while booting, a boot selector will appear.

If you change T2 security settings, you can disable USB sticks in 7, 1; I did this for a fresh install of Ventura, but then I reset it to high security.
